Opened in 2018 as an exchange base in Otsuchi. In addition to the multi-purpose hall and library, there is a model and panel display that shows the situation of the town before the earthquake on the first floor. Next to the building, there is a fountain that shows the land height raised by construction after earthquake, and a stone monument that conveys the Showa Sanriku Tsunami.
